Rig Veda 2.13

इन्द्रो यातो ऽवसितस्य राजा शमस्य च शृङ्गिणो वज्रबाहुः । सेदु राजा क्षयति चर्षणीनामरान्न नेमिः परि ता बभूव ॥

indro yato'avasitasya raja shamasya cha shringino vajrabahuh | sed u raja kshayati charshiniinam aran na nemih pari ta babhuva

Indra is king of all that moves and does not move, of the hornless and the horned, wielder of the thunderbolt. He rules over the peoples as their king; as a rim encompasses the spokes, he encompasses all.

इन्द्र स्थावर-जंगम के, शृङ्गी और अशृङ्गी प्राणियों के राजा हैं, वज्रबाहु हैं। वही प्रजाओं के राजा रूप में राज्य करते हैं — जैसे रथ-चक्र की नेमि अरों को घेरती है, वैसे ही वे सबको घेरे हुए हैं।
