Tao Te Ching 17.1

太上，下知有之；其次，親而譽之；其次，畏之；其次，侮之。信不足焉，有不信焉。悠兮其貴言。功成事遂，百姓皆謂我自然。

tai shang, xia zhi you zhi; qi ci, qin er yu zhi; qi ci, wei zhi; qi ci, wu zhi. xin bu zu yan, you bu xin yan. you xi qi gui yan. gong cheng shi sui, bai xing jie wei wo zi ran.

The best leaders are those whose existence the people barely know. Next come those whom the people love and praise. Next come those whom the people fear. And next come those whom the people despise. When trust is not sufficient, there will be no trust in return. How careful and reserved the best leaders are in their use of words! When the work is done and affairs are completed, the people all say: we did it ourselves, naturally.

श्रेष्ठतम शासक वह है जिसके अस्तित्व का प्रजा को बस ज्ञान होता है; उससे नीचे वह जिसे प्रजा चाहती और सराहती है; उससे नीचे वह जिससे प्रजा डरती है; उससे भी नीचे वह जिसका प्रजा तिरस्कार करती है। जब शासक का विश्वास अधूरा होता है, तब प्रजा का विश्वास भी अधूरा रहता है। वह कितना सधा और मितभाषी होता है! जब कार्य पूर्ण और प्रयोजन सिद्ध हो जाता है, तब प्रजा कहती है — 'हमने स्वयं ही यह किया, स्वाभाविक रूप से।'
