Tao Te Ching 3.1

不尚賢，使民不爭；不貴難得之貨，使民不為盜；不見可欲，使民心不亂。是以聖人之治，虛其心，實其腹，弱其志，強其骨。常使民無知無欲，使夫智者不敢為也。為無為，則無不治。

bu shang xian, shi min bu zheng; bu gui nan de zhi huo, shi min bu wei dao; bu jian ke yu, shi min xin bu luan. shi yi sheng ren zhi zhi, xu qi xin, shi qi fu, ruo qi zhi, qiang qi gu. chang shi min wu zhi wu yu, shi fu zhi zhe bu gan wei ye. wei wu wei, ze wu bu zhi.

Do not exalt the worthy, so that the people will not compete. Do not prize rare goods, so that the people will not steal. Do not display what is desirable, so that the people's hearts will not be disturbed. Therefore the sage governs by emptying their hearts and filling their bellies, weakening their ambitions and strengthening their bones. He always keeps the people free from cunning and desire, so that the clever dare not act. When he practises non-action, nothing remains ungoverned.

गुणी का बखान मत करो, तो जनता प्रतिस्पर्धा नहीं करेगी। दुर्लभ वस्तुओं को मूल्यवान मत बनाओ, तो जनता चोरी नहीं करेगी। कामना-योग्य को प्रदर्शित मत करो, तो जनता का हृदय अशांत नहीं होगा। इसलिए संत के शासन में वह उनके हृदयों को रिक्त और उदर को भरा रखता है, उनकी महत्वाकांक्षाओं को कृश और अस्थियों को दृढ़ बनाता है। वह सदा जनता को चालाकी और कामना से मुक्त रखता है, ताकि चतुर लोग कार्य करने का साहस न करें। जब वह अक्रिया करता है, तब कुछ भी अशासित नहीं रहता।
