Tao Te Ching 57.1

以正治國，以奇用兵，以無事取天下。吾何以知其然哉？以此：天下多忌諱，而民彌貧；人多利器，國家滋昏；人多伎巧，奇物滋起；法令滋彰，盜賊多有。故聖人云：我無為而民自化，我好靜而民自正，我無事而民自富，我無欲而民自樸。

yi zheng zhi guo, yi qi yong bing, yi wu shi qu tian xia. wu he yi zhi qi ran zai? yi ci: tian xia duo ji hui, er min mi pin; ren duo li qi, guo jia zi hun; ren duo ji qiao, qi wu zi qi; fa ling zi zhang, dao zei duo you. gu sheng ren yun: wo wu wei er min zi hua, wo hao jing er min zi zheng, wo wu shi er min zi fu, wo wu yu er min zi pu.

Govern a country with correctness. Wage war with strategy. Win the world with non-interference. How do I know this is so? By this: The more prohibitions and restrictions there are, the poorer the people become. The more sharp weapons the people have, the more troubled the state becomes. The more cunning and skill people possess, the more strange things appear. The more laws and ordinances are proclaimed, the more thieves and robbers there are. Therefore the sage says: I take no action, and the people transform themselves. I love stillness, and the people correct themselves. I do not interfere, and the people prosper by themselves. I have no desires, and the people return to simplicity by themselves.

न्याय से राष्ट्र को शासित कर; कूट-रणनीति से युद्ध लड़; अ-क्रिया से संसार को जीत। मैं यह कैसे जानता हूँ? इसी से: संसार में जितने निषेध और अंकुश बढ़ते हैं, प्रजा उतनी ही दरिद्र होती है; लोगों के पास जितने तीक्ष्ण उपकरण बढ़ते हैं, राष्ट्र उतना ही अव्यवस्थित होता है; लोगों के पास जितना चातुर्य बढ़ता है, उतनी ही विचित्र वस्तुएँ उत्पन्न होती हैं; विधि-आदेश जितने अधिक घोषित होते हैं, चोर-डाकू उतने ही बढ़ते हैं। इसलिए संत कहता है: मैं अक्रिय रहता हूँ और प्रजा स्वयं रूपांतरित हो जाती है; मुझे स्थिरता प्रिय है और प्रजा स्वयं सुधर जाती है; मैं कार्य में हस्तक्षेप नहीं करता और प्रजा स्वयं समृद्ध हो जाती है; मैं कामना नहीं करता और प्रजा स्वयं अनगढ़ सादगी में लौट आती है।
