Tao Te Ching 61.1

大邦者下流，天下之牝，天下之交也。牝常以靜勝牡，以靜為下。故大邦以下小邦，則取小邦；小邦以下大邦，則取大邦。故或下以取，或下而取。大邦不過欲兼畜人，小邦不過欲入事人。夫兩者各得所欲，大者宜為下。

da bang zhe xia liu, tian xia zhi pin, tian xia zhi jiao ye. pin chang yi jing sheng mu, yi jing wei xia. gu da bang yi xia xiao bang, ze qu xiao bang; xiao bang yi xia da bang, ze qu da bang. gu huo xia yi qu, huo xia er qu. da bang bu guo yu jian xu ren, xiao bang bu guo yu ru shi ren. fu liang zhe ge de suo yu, da zhe yi wei xia.

A great country is the low ground, the meeting point of the world, the female of the world. The female always overcomes the male through stillness, taking the lower position through tranquility. Therefore if a great country humbles itself before a small country, it wins the small country. If a small country humbles itself before a great country, it wins the great country. Thus one either stoops to conquer or stoops and conquers. A great country needs only to shelter and nourish people. A small country needs only to enter the service of others. When both get what they wish, the greater should be humble.

महान राष्ट्र नीची धारा है — संसार की स्त्री, संसार का संगम। स्त्री सदा स्थिरता से पुरुष को जीतती है, नीचे बैठकर जीतती है। इसलिए महान राष्ट्र छोटे राष्ट्र से नीचे झुक जाए तो छोटे राष्ट्र को पा लेता है; छोटा राष्ट्र महान राष्ट्र से नीचे झुक जाए तो महान राष्ट्र को पा लेता है। इसलिए कोई झुककर जीतता है, कोई झुकने पर जीत लिया जाता है। महान राष्ट्र केवल यह चाहता है कि मनुष्यों को आश्रय और पोषण दे; छोटा राष्ट्र केवल यह चाहता है कि दूसरों की सेवा में प्रवेश करे। दोनों अपनी कामना पाएँ — पर जो बड़ा है उसे झुकना चाहिए।
