Tao Te Ching 74.1

民不畏死，奈何以死懼之？若使民常畏死，而為奇者，吾得執而殺之，孰敢？常有司殺者殺。夫代司殺者殺，是謂代大匠斲。夫代大匠斲者，希有不傷其手矣。

min bu wei si, nai he yi si ju zhi? ruo shi min chang wei si, er wei qi zhe, wu de zhi er sha zhi, shu gan? chang you si sha zhe sha. fu dai si sha zhe sha, shi wei dai da jiang zhuo. fu dai da jiang zhuo zhe, xi you bu shang qi shou yi.

If the people do not fear death, how can you threaten them with death? If the people always fear death, and those who break the law can be seized and put to death, who would dare? There is always the master executioner who kills. To take the place of the master executioner in killing is like trying to cut wood for the master carpenter. Those who try to cut wood for the master carpenter rarely escape injuring their own hands.

यदि प्रजा मृत्यु का भय नहीं करती, तो तू उन्हें मृत्यु से कैसे डराएगा? यदि प्रजा सदा मृत्यु का भय करे, और जो विचित्र कर्म करे उसे मैं पकड़कर मार दूँ — तो कौन साहस करेगा? सदा एक प्रधान-वधिक है जो वध करता है। प्रधान-वधिक के स्थान पर बैठकर जो वध करता है, वह मानो प्रधान-बढ़ई के स्थान पर बैठकर काष्ठ काटता है। जो प्रधान-बढ़ई के स्थान पर बैठकर काष्ठ काटते हैं, उनमें विरले ही होंगे जो अपना हाथ नहीं छिलवाते।
